The word “cutoffs,” in this podcast, means shorts made by cutting the legs off of pants, especially jeans, and not sewing the ends: “It was hot and we were going to spend all day gardening, so I put on some old cutoffs and a plain t-shirt.” A “cutoff” is a deadline or limit: “When is the cutoff for submitting applications?” Or, “They have a strict cutoff, giving prizes only to the first 100 who respond by email.” The phrase “to cut (someone) off” means to stop providing financial support to someone: “Your son is 33 years old.
